Regulation on the Sinet SakhaWood contest for gratuitous aid for the creation of Yakut films
1. GENERAL

1.1 These Regulations define the order and conditions of the contest for gratuitous aid to support Yakut cinematography.

1.2 The contest is held as part of the implementation of the 2022 Sinet Spark Charitable Foundation program to promote activities in the arts and culture.

1.3 The contest is held among Yakut film producers (cinematographers) for the best ideas, scripts for feature, documentary, animation, and (or) multi-series film, as well as films (works of fiction) that are at the final stage but have not been released for distribution (hereinafter — the "Film"), corresponding to the requirements of the Contest. The winner receives the opportunity to make a film using the funds of an earmarked donation. The maximum number of winners is up to 10 Contestants (creative groups).

1.4 The organizer of the contest is the Sinet Spark (Iskra) Charitable Foundation for regional development (Sinet Spark Foundation).

2. GOALS AND OBJECTIVES OF THE CONTEST

2.1 The contest aims to support Yakut cinematography to develop intellectual production in the Republic of Sakha (Yakutia).

2.2 Objectives of the Contest:

- Support for Yakut cinematography to enter markets that are external to Yakutia;

- Stimulating the residents of the region for personal growth and development; identifying talented filmmakers (cinematographers);

3. CONTEST DATES

3.1 Acceptance of entries: from 09:00 a.m. to 6:00 p.m. on August 27, 2022, to 6 p.m. on September 30, 2022, in accordance with the procedure established by Section 4 of these Regulations.

Summing up the results of the Contest: not later than October 17, 2022, by the Contest Commission.

3.3 Signing of the agreement on the earmarked donation with the winner of the Contest for the creation of the Film: not later than sixty (60) calendar days from the announcement of the winner(s).

3.4 The Film's release according to the terms of the Contest: not earlier than January 1, 2023, and within 2 (two) years from the date of receipt of the earmarked donation.

4. CONDITIONS OF CONDUCT AND PARTICIPATION, REQUIREMENTS FOR CONTESTANTS

4.1 Individuals of legal age (from 18 years) are allowed to participate in the Contest. Creative groups can also participate in the Contest, with an application for participation submitted by one person from the creative group.

By submitting an application for participation in the Contest in accordance with the procedure stipulated in Clause 4.2. of these Regulations, the Contestants guarantee that if they are declared the winners, they undertake to create a Film that meets the requirements set forth in Clause 4.3. of these Regulations.

Persons with experience in the creation of a film/work of fiction are allowed to participate in the Contest. The Contestant attaches to the application a list of artworks in the creation of which they participated. If the film (work of fiction) has not been released, a file with it must be attached.

4.2 Contest works from Yakutsk film producers at the stage from the synopsis and (or) script to the finished project are accepted to participate in the Contest.

4.3 Requirements for the contest work. The film created on the basis of the Contest work (application) must meet the generally accepted standards of film distribution, online cinemas, and TV channels, as well as one of the following requirements:

- to motivate viewers to develop, grow personally, and improve the world;

- have export potential (relative to Yakutia).

4.4 The Contestant submitting an application for the Contest hereby guarantees the following:

- observance of copyright and related rights of third parties;

- compliance of the finished film with mandatory requirements and state standards;

- banning the promotion of asocial lifestyles, discriminatory theses, drugs, alcohol, and smoking;

- not to insult the dignity and feelings of others, not to advocate violence, the overthrow of state power, racial, sexual, and other discrimination;

- use of the video caption "Sinet Spark" (branded screensaver) lasting 9 seconds (provided by the Organizer);

It is not allowed to create a film solely to advertise a product, service, or work of a particular producer, while the Contestant (filmmaker) has the right to attract sponsorship for the creation of the film; advertising inserts are allowed.

4.5 No more than two works will be accepted from one Contestant.

4.6 The Organizer has the right to cancel the Contest at any time, as well as to change the deadline for submitting applications for participation in the Contest.

4.7 The Contestant assumes the obligation to create the Film and release it in cinemas no later than 2 years from the date of receipt of the donation in favor of the winning Contestant for the purpose of publishing the Film.

5. CRITERIA FOR EVALUATING FILMS/SCRIPTS/SYNOPSES

5.1 The Contest Commission evaluates synopses according to the following criteria on a ten-point scale:

- compliance of the Contest work with one of the requirements specified in Clause 4.3 of these Regulations;

5.2 Voting of the Contest Commission is secret, based on the internal subjective belief of the commission members, which they are not obliged to explain.

5.3 The names of the winners will be published on the official website sinetspark.org no later than November 01, 2022.

6. COPYRIGHTS

6.1 The Contestant who submitted the work is responsible for observing the copyright of the work participating in the Contest.

6.2 By submitting an application, the Contestant agrees that ideas on this topic may be repeated by different authors independently of each other, and the organizers will not accept claims for using ideas.

6.3 The Contest winner, when creating the Film, guarantees to obtain all necessary permits and rights to reproduce, distribute, or use in any other way intellectual property objects; guarantees to respect the copyright and related rights of third parties.

6.4 Contestants consent to processing their personal data: surname, first name, patronymic, year and place of birth, postal address, e-mail address, and other personal data provided by the Contestant for participation in the Contest.

7. SUMMARIZING THE RESULTS OF THE CONTEST

7.1 The Contest Commission formed to evaluate the works has the task to determine the winners. The Contest Commission conducts an expert evaluation.

7.2 Winners of the Contest are those Contestants who have collected the highest number of points in accordance with Section 5 of these Regulations.
